Hawarden's Zylstra stamp plan challenges money norms
Hawarden Iowa experiments with Zylstra stamp money to fund unemployment relief. City issues 300 certificates worth 300 dollars with 2 cent stamps, redeemable for labor. Certificates circulate, trading hands 10 to 20 times, fueling about 10 800 dollars in trade before redemption. Plan aims to boost commerce without full cash outlay while keeping administration costs low.
