Manitoba Hydro rate freeze extended for another year
Manitoba government keeps the hydro rate freeze for at least one more year despite a management push for an immediate increase. Energy Minister Wilson Parasiuk says losses will be covered from a $100 million reserve and future deficits forecast due to water flow and higher interest and inflation. He notes two major changes since 1979 including higher interest rates and rising inflation, and warns a 31 percent rate rise would be needed by 1984-85 to avoid depleting reserves.

No Tuition Increase at Manitoba Community Colleges
Education Minister Maureen Hemphill announced no tuition hikes for Keewatin Red River and Assiniboine community colleges for 1982-83 with full-time day fees set at 33 dollars a month and evening courses at 1.25 per hour. Total enrolment rose about 10 percent from 1980 to 1981, led by Red River College, while each college reported stable or modest gains in programs and enrollments.
