East Texas juvenile justice study offers regionwide recommendations
A 14 county East Texas Council of Governments review funded by a $20 000 Criminal Justice Council grant recommends avoiding a regional long term correctional facility and using Texas Youth Council services. It urges cautious informal adjustment by probation officers, interim homes starting in Longview, subregional detention, clear police responsibility, and non judicial juvenile boards with a four step implementation.
