Washburn bill signed as key step toward state university system
Gov. John Carlin signed a package of bills including a measure to reform Washburn University’s board of regents. The new nine member board shifts appointments from the Topeka Board of Education to four from the mayor, three by the governor, one by the state Board of Regents, with full formation by July 1, 1982. Washburn, a municipal university with about 5,600 students, receives local tax support and state aid per student. The governor also signed laws creating Hillsdale reservoir park, restricting driving privileges for youths, disclosing delinquency records for juveniles, requiring land holdings disclosures by corporations, and preserving cosmetology and accountancy boards.
