Governor vows veto on key section of school finance bill
Gov. John Carlin said he will veto a May 4 section of the omnibus appropriations bill that cuts the allowable 1981 82 budget increases for 80 poorer districts from 15 to 8 percent, a move that could raise next fall's property tax by about 6.2 million to reach 41.7 million. Attorney General Robert Stephan said he will review Carlin's veto message before deciding on a court challenge. The governor argued the bill may be unconstitutional or multi subject, while lawmakers defended it as necessary and noted the outcome depends on whether Carlin vetoes the entire bill or the budget language alone.
