A coalition of Democrats and moderates moved a three year roughly 600 million education funding package through the Kansas House after eight hours of debate. Rep Ward Loyd framed it as a compromise to meet the state supreme court mandate while protecting rural districts and local option budgets. The plan now goes to the Senate.
Garden City officials say the citizen survey will finish on time as 12 focus groups have met with only three to eight attendees. Organizational Synapse LLC contractor Sam Lane notes 55 sessions planned from Feb 26, with a March 10 target. demographic diversity remains a challenge.
Kansas House overrides Gov. Sebelius veto on gun bill by 91 to 33, with seven more votes than required, and the Senate had approved 30 to 10 a day earlier. The law takes effect July 1, pending permit issuance by Attorney General Phill Kline's office who vowed to protect Kansans rights.
The Senate, in a 30 to 10 tally, overrode Gov. Kathleen Sebelius by approving a bill to allow concealed guns. A two thirds majority was required. 24 of 30 Republicans voted yes with six voting no, while six of 10 Democrats backed the measure. House results not available.
Many GOP candidates in November push away from the White House over Iraq and Bush’s sinking approval. Yet they still accept his fundraising aid, with Bush and Cheney remaining top fundraisers for congressional and gubernatorial campaigns despite low polls.
A bill limiting appeals for air pollution permits in Kansas moved to the governor after a House vote. Sunflower Electric Co. of Hays seeks to expand with three new coal plants near Holcomb, while environmental groups urge caution on mercury emissions as five new coal plants are planned across the state. Sunflower expects hearings this summer on permits and notes technology will limit emissions.
