Commission Rules On Rate Increase In Kansas Hugoton Field
The Power Commission ruled some farm-out producers in the Kansas Hugoton field may apply for rate increases. Some sought 7.5 to 10.7 cents per cubic foot while the field’s ceiling is 11 cents. Cities Service Gas Co. opposed the rises in a contract where Pan American Petroleum sells gas to Cities Service. Pan Am farmed out leases to other producers, 168 assignments total, a standard industry practice. Farm-outs drill at their expense and may gain working interests if a commercial well is found. the original holder retains an overriding royalty. Cities Service argued farm-outs are not parties to the agreement and cannot seek higher rates.
