Kansans face tax plan touted as not a tax increase
Gov. Sam Brownback argues the recent revenue deal is not a tax increase, noting overall tax shifts from income to consumption. The package raises sales and cigarette taxes, taxes guaranteed payments, adds fees on managed care firms, and trims itemized deductions while promising future budget balance gains and selective government cuts. Brownback cites a $400 million next year and an $80 million ending balance, while critics call the plan an income tax shift that hurts low earners and favors the wealthy.
