Governor declares drought emergency in 14 Kansas counties

Gov. Kathleen Sebelius declared a drought emergency in 14 southwestern Kansas counties as drought worsened there, with potential crop and pasture losses and public water shortages. Meanwhile 62 of 105 counties saw improved severity, and northern areas had flash flooding from heavy overnight rains near Junction City. The Kansas Water Office notes such contrasts are common.
