Scott City K-9 Dar died of heat stroke after a officer left the dog inside a police cruiser during peak heat. Officer Doug Hair resigned amid the incident. the Scott County Attorney said no charges are filed yet and the case may hinge on whether charges are appropriate. The dog was four years old, a Czechoslovakian shepherd, left in the vehicle up to three hours with the windows down and a water dish in the kennel.
A Tuesday night storm tracked along the Scott Finney county line bringing high winds heavy rain and hail. Rain gauges reported 1.5 inches with potential double that due to wind. Hail shattered a window and ground soaked quickly in the dry area. Total rainfall ranged from 18 inches to 2 inches across Greeley Wichita Scott Lane and northern Finney counties.
Frank Anderson works alone cutting winter wheat in Belle Plaine with thin stands and low yields. He ships to the local grain elevator at $2.75 per bushel while noting inadequate rain and disappointing prices. Elevator manager Gary Girard reports 13,000 bushels received so far and test weights from 55 to 60 pounds per bushel as harvest begins.
Garden City commissioners approve a tax credit plan to reimburse residents and business owners for remodeling or construction in blighted areas. The program offers a percentage of the difference between taxes on new assessed value and old value, varying by district. Residential and historic homes would receive 95 percent reimbursement with a $5,000 minimum improvement.
ConAgra Beef Co notified Garden City officials it will pay off about $5 million in debt incurred for a sewage treatment plant through industrial revenue bonds begun in 1997 with a 2017 payoff. Since a December 2000 fire that shuttered the plant, the Finney County company faced layoffs of about 2,300 workers and rumors of rebuilding or sale, though no sale occurred and the firm reorganized.
Hicks Muse Tate and Furst along with George Gillett and Booth Creek Management own the majority of ConAgra beef and pork units in the US and Australia now 54 percent with ConAgra at 46 percent. City Manager Bob Halloran notes a request for information on zoning permits and access at the ConAgra site from an Oklahoma man. The reconstituted company may be planning action after the fire and an April 2001 target date.
