Garden City officials consider a neighborhood tax credit program to cut property tax increases for homeowners who upgrade their properties. The commission will review the plan at a 1 p.m. meeting at the Administrative Center with discussion at 2 p.m. Credits apply to all property types with varying rates and rebate lengths.
With the 2003 budget process starting, Garden City commissioners again consider funding for social service agencies. The discussion is set for Tuesday at 1 p.m. in the Garden City Administrative Center, 301 N Eighth St, and more details appear on Page A4.

Texas businessman T Boone Pickens forms Mesa Water Group with Panhandle landowners to mine and pipe water from about 150000 acres on the Ogallala Aquifer to Texas cities. They win local permits to pump billions of gallons annually, facing regulatory hurdles. Kansas officials say western areas are largely closed to water appropriation and would require many steps.
