Kansas abortion rules face legal delay after swift rollout
Gov Brownback's administration pushed new abortion provider licensing effective July 1, but a federal judge blocked enforcement amid a lawsuit by two clinics. The rules set facility size and recovery room standards and require licensed annual oversight, with one clinic already licensed by the health department and others awaiting compliance or relief. Critics say the process rushed rules and that some space requirements do not clearly affect patient safety.

Kansas court fees rise to bolster court funding
Kansas lawmakers raised the surcharge on traffic tickets and most court cases by 25 percent, adding about 4.50 to docket fees and lifting total costs for divorce or lawsuits. The change, effective July 1, targets funding after court closures, with total docket fees for divorce or suit rising from 173 to 178 and ticket cases from 93.50 to 98. Kansas Judicial Branch official Ron Keefover explains the move shifts costs to users rather than taxpayers.
