Kansas Teens Dropouts Tie For Second In Nation

City eyes shelter shell as cost-cutting option
Commissioners consider building only the shell of an animal shelter at an estimated 200000 to 250000 dollars, with floor and under-floor plumbing to be added later. They would pay Mid-America about 30000 dollars for design and hope to recoup material costs by reselling, placing net proceeds in a future shelter fund. If a better funding path appears, debt service could start in 2010.
