Kansas conservatives push parental consent and reporting for abortions

A coalition of Kansas House conservatives filed legislation at the request of Gov. Brownback to tighten abortion rules. The bill would require parental consent for minors, boost reporting by the Department of Health and Environment, and give the attorney general access to state abortion reports. It covers late-term provisions tied to past vetoes and aims to prevent Kansas from attracting late-term providers. It would also require detailed medical diagnoses to justify abortions after 22 weeks and extend reporting of sexual abuse indicators while allowing civil lawsuits for violations.
