Water well plan risks Elkhart water supply near border
Morton County Commissioner centers debate over a cross border Oklahoma well drilled by Elkhart businessman Bob Bouldin. Plans to pipe Oklahoma water into Kansas clash with Kansas and Oklahoma laws, spacing rules, and lack of interstate groundwater compact while Elkhart relies on the Ogallala Aquifer. Oklahoma requires a pumping permit, not a drilling permit, creating regulatory uncertainty.
