Fire truth calls for landlord duty review in Kansas
A Sunday morning blaze that killed a mother and two young children in a rented home without smoke detectors prompts scrutiny of landlord duties. Owner Steve Burgess says he was unaware of the 1998 Smoke Detector Act requiring detectors on each floor. The Kansas Residential Landlord and Tenant Act obliges landlords to comply with health and safety building codes. The incident follows a prior fire death in February 2006 when escape was blocked by mesh wire.
