The city’s snow removal policy targets major streets and intersections, starting plowing at over two inches of accumulation when melting is unlikely, with sun melting used to save costs if conditions allow. An ice buildup on Kansas Avenue caused two incidents Tuesday, including a spinout involving Kimberly Kottas as she drove near Third and Center, highlighting ongoing hazards from blocked sunlight and icy stretches.
