Rural Mainstreet Index signals growth in 10 Midwest states

A survey of bankers across Colorado to Wyoming shows the Rural Mainstreet Index at 59.7 in December, its highest since 2007, driven by agricultural strength and rising commodity prices. The farm sector hits record highs in December and land rents average 191 an acre, with Illinois seeing 269. Global demand and energy demand lift rural economies, though Europe’s weakness may temper gains in early 2012.

Brownback education funding proposal faces sharp criticism

Governor Brownback education plan aims to overhaul K-12 funding

The plan, unveiled by Gov. Sam Brownback and Landon Fulmer, would raise Base State Aid per Pupil from 3780 to 4492 by simplifying weights, remove funding for special and vocational education from the formula, and set a Base Line per district tied to current General State Aid plus local efforts. It would shift 20 mills to a Property Tax Equalization Fund and create a Supplemental Equalization Fund, while phasing out capital outlay aid and bond support. Kindergarten would be counted as full time in Base Aid.
