Kansas audit questions indigent defense claims and bills
A Kansas Legislative audit finds some defendants labeled indigent may afford attorney fees. In 104 cases auditors flagged 13 non indigent appearances and one with income over 90 000. The report cites missing affidavits outdated forms and unverified data while a 2012 bill would let the board access income tax data to verify finances and strengthen defense funding oversight.

The changes bar transporting live fish between waters and require drained wells on boats. Critics say the limit hurts catfish fishing and could slow spread rather than stop it. Local official emphasize education and voluntary compliance.
