Berning recall ends in symbolic vote in Leoti council
Leoti Kansas residents backed the recall of council member Carol Berning 135 to 120 on Tuesday night, but she resigned two days earlier and others consider the move symbolic. Berning, who moved from Seoti, has been assisting the Cowley County administrator for two weeks and did not comment on the recall beyond stating she cannot serve after moving. The recall group led by Jeanene French, Jim Myers, and Eugene Biel sought to oust Berning amid disagreements over employee policies and city leadership. Officials consider filling the vacancy unclear as the process waits to unfold.
