House fails to revive local school control bill in Kansas

The Kansas House rejected a bid to revive a home rule bill for school districts, arguing it would let boards act with broader authority and alter funding for districts with declining enrollments. The measure would allow districts to subtract current enrollment from 1994 figures and count a fifth toward the current budget, potentially shifting 17.7 million dollars to declining districts, risking a per pupil aid cut of 30.71. The House also advanced a foster care education bill, funding higher education for foster youth with 2 million federal Chafee Funds, targeting 150 aged out youths and aiming to aid about half who graduate high school.
