In Oct 1874 Rock River Seminary reports steady progress under a strong staff with good health and active literary societies. Sickness caused some students to go home briefly but no deaths noted. Working Men and War

A sweeping critique argues that working men bear the burden of war while rulers reap the gains. It notes Berlin and Prussia as examples, asking if soldiers or their families gain from Alsace and Lorraine, or if taxes and conscription fall on the industrious class to rebuild what war destroys.

Illinois Revised Statutes of 1874 distributed from Rockford

The Secretary of State began distributing the 1874 Illinois Revised Statutes on October 1, sending copies to state officers and judicial offices. Books travel directly from the Rockford bindery to final destinations to save time, with 4,000 justices and police officers to receive distribution. County Clerks will later sell 5,000 copies at $2 each, while the Secretary has no sale authority until distribution ends. Grain Inspector Harper’s cash balance remains strong despite fee cuts, with August 31 balance of $26,195.53, September receipts of $7,257.17 and expenses of $5,488.80, leaving $27,963.90 on September 30, approved by the Board.
