Secretary of the Treasury Gage proposes refunding the national debt with gold bonds bearing 4¼ percent interest and retiring greenbacks and Sherman notes to leave no notes in circulation. Washington reports Surgeon General Wyman asked the weather bureau chief about frost dates in cities affected by yellow fever. The bureau cites average first frost dates: Mobile November 22, Montgomery November 12, and Galveston December 18.
