The Spanish cabinet orders commissioners to seek immediate release of Philippine prisoners and to negotiate debts with Cuba and the Philippines, while refusing the 1875 protocol. The government plans to retain the Caroline Islands unless offered a favorable deal while awaiting propositions. Paris peace talks begin drafting Cuba Puerto Rico and Philippines articles, with progress but no decisions. Havana reports the steamer Villaverde departed with former Cuba governor Marshal Blanco and entourage.
The sixth National Municipal league conference in Ixptaxavoris opens with a focus on a May 1897 committee report to draft a model city government. Wasiixcrox, Nov. 80 Special. Contrary to expectations the peace treaty was not signed at Paris today. The commissioners continue negotiations with notable speed, though it is considered physically impossible to complete all adjustments at once.
Official returns tabulated by the secretary of state show Republicans with a 62,407 lead in statewide votes and a 34 to 16 senate holdover balance, plus 81 Republicans, 71 Democrats, and 1 Prohibitionist in the house. The largest GOP statewide vote was for Augustus F Nightingale at 459,661 with Julia Holmes Smith leading Democrats.
In Columnus Ohio on November 29 Manager Robinson of the Chillicothe opera house kept the free Sousa band concert from starting after learning Sousa was in Chicago facing a lawsuit over his band. Despite his health, Sousa was not sick and refunds were issued for the free event.
Final returns show the amendment for woman suffrage defeated in South Dakota by a decisive majority. Governor race totals 74,000 votes. suffrage 32,000 with only 14,000 affirmative. Exact anti amendment majority recorded at 4,008.
Coroano reports rain or snow tonight and Thursday with slightly warmer temperatures tonight. Winds shift to easterly and increase.

Lena Sehwarb, bookkeeper for Huenkemeier Schwarze, underwent appendicitis surgery successfully. Will Halen returned from a sanitarium in Benton Harbor, Michigan. Emmert and Burrell promote Rocky Mountain Tea as a permanent cure.
An advertisement proclaims Our Leading 5 Cent Cigar as a world beater sold on its merits. WM Clement is named as sole distributing agent for Northern Illinois.
The county clerk has extended the 1898 tax levy and set the rate at 8.08 per hundred dollars, up from 7.466 in 1897. The state, county, road and bridge, library, city bond interest, school corporation, and other levies are itemized, showing the total tax on the $100 rising this year.
Richards paid a fog tribute to his memory and appropriate hymns were rendered. A Stibgen had charge of funeral arrangements and all bearers were George Hoover.
An old ad promotes Life Pills promising relief for consumption headaches malaria and liver troubles. It asserts easy action and vegetable composition with benefits to stomach nerves and bowels. Regular size 25 cents per box offered by Emmert and Burrell druggists.
A funeral service was held this afternoon at the family residence located at the corner of Walnut and Galena streets with Rev. Dr. Tope officiating.
J. H. Marteeny and family of this city will travel to Dixon on December 20 to join Mr. and Mrs. John Winders for their golden wedding anniversary. The party includes sixty two relatives with twelve children among the offspring and the remainder grandchildren and great grandchildren.
