New York specialist Gage E. Tarbell testified before the insurance investigating committee that loading premiums was begun to assure claims coverage and expenses. He said premiums exceed safety needs and excess loading is returned to policyholders as dividends. He noted 80 million in Equitable surplus in 1894, with 70 million reserved for preferred dividends, not for policyholders until maturity or earned dividend.
