In Mantua on May 10 Otis pressed a two hour meeting with Filipino envoys and again refused to recognize the insurgent government. The envoys asked for a three month truce to allow Aguinaldo to summon a congress and consult leaders on other islands. They admitted Aguinaldo has little authority outside Luzon. Major Arguelles said prisoners may be treated as Americans since the US is successor to Spain. Envoys later claimed to represent Aguinaldo himself and sought a reply to Mabini’s letter, but Otis would not respond. Aguinaldo’s side believes he can keep fighting for months unless peace with dignity is granted. President Schurman hopes talks will show Americans intend to rule well rather than Spanish style.
In New York on May 2 a New Jersey incorporated combine named Republic Steel and Tron company with a capital of 55,000,000 absorbed thirty five companies located in Ohio Indiana Michigan Illinois Alabama Minnesota Pennsylvania. In Wasiisarox on May 3 the president appointed Julius C Lay formerly consul at Windsor Ontario and consul general at Barcelona to succeed Bowen named minister to Persia.
May 3 report from Chaco notes the heaviest rains of the season falling in Illinois Iowa Nebraska Kansas and Missouri. The downpours brought relief to winter wheat but at some locations rain was so heavy it slowed spring planting.
Situation not improved in Bervato New York as of morning report. More than 6,000,000 bushels of grain remain afloat in the harbor, signaling persistent port disruption and continued grain backlog despite efforts.
Rome reports the ministry has resigned amid sharp criticism of its foreign policy especially toward China. The move comes as international reaction pressures Rome's government to reassess its approach in Asia and adjust diplomatic strategy.

A city committee suggests adding a three day street fair on July 3 4 and 5 to boost the Fourth of July celebration. They expect a larger crowd from Freeport and surrounding areas, noting the town as a railroad hub ideal for attracting visitors and promoting the city. The plan, backed by many residents, aims to differ from the usual Fourth of July events and serve as a city advertisement.
Land lodge of Ancient Order United Workmen of Illinois met with over 500 delegates. Past masters degree was conferred on 175 candidates. Reports showed all claims paid and fifteen new lodges since Nov 1. Amendments aligned Illinois law with supreme lodge on saloon keepers and bartenders. Women's auxiliary convened to amend constitution to meet with the Workmen grand lodge.
The northern deanery of the diocese of the Episcopalian church met in Sycamore on May 2 with a well attended gathering. Services at St. Peter's church became a missionary meeting featuring Rev. John C. Sage of Dixon Rev. C. Cummings of Belvidere and Rev. F. W. Keator of Freeport. The United States pension board met today.
