St. Petersburg, June 17. An imperial ukase dissolves the present duma and orders new elections under a changed law to meet a new assembly November 14. The act, justified as necessity, overturns fundamental laws and promises a ruling senate role in enforcing the order.
The ukase and manifesto argue that duma faults including terrorism support, budget delays, and interpellation abuses led to dissolution. It calls for a new Russian electoral base, reducing non-Russian representation, suspending frontier region questions, and entrusts the ruling senate to publish the new law. Thomas Lee Leedom, night agent for the Missouri Kansas and Texas railroad at Taris, Missouri, was arrested on a charge under the new 3-cent passenger law. Information was filed in Monroe County circuit court by Prosecuting Attorney James J. Boyd. Leedom posted bond after arrest. Bernard Force, a local real estate man, identified the witness. The incident centers on a ticket purchase to Goss, four miles north of Paris, made after protesting the 3-cent rate.
