Special dispatch from Port Guanica Porto Rico dated July 26 reports General Miles forces landing after a skirmish with Spanish troops. No American casualties. Brooke's forces with the New Orleans Annapolis Cincinnati Leyden and Wasp expected to arrive within 24 hours.
Special from Washington reports the Navy Department has established a permanent naval recruiting station at Chicago the only one in the middle west. Lieutenant Commander Holmanvail leads the station located in the Masonic temple. A Vatican account on peace terms offered to both the United States and Spain is discussed as a test of public sentiment. it claims Cuba Porto Rico join the U S and the Philippines relinquished to Spain as maximum concessions though well below U S minimum. The note says the Vatican publication has no basis in fact on this side of the Atlantic.
The Prairie arrived from Nipe Bay reporting all quiet. Spaniards sunk the gunboat Sandoval near Caimanera, seen as a breach of surrender terms. U S navy had sent food to Caimanera. Col. Ewers arrived to accept surrender of 5,000 Spaniards with two of Toral's officers, and 1,700 Spanish troops in Guantanamo district are reported sick.
The Third brigade of the First division of the First army corps leaves Camp Thomas for Newport News this afternoon. General Fred Grant commands the unit, composed of the First and Third Kentucky and Fifth Tennessee regiments, and will be joined by the Third battalion of the Sixteenth Pennsylvania.

Damaged to about 8000 dollars with no building insurance the Western brewery in West Freeport owned by Franz Bros burned shortly after noon. The fire originated in the engine roof and the malt and brew houses were destroyed while the ice house and beer cellar were saved. Firemen faced a long uphill run from Hose house No 1 and the plant, far from a hydrant, hindered access. The stock carried 2000 dollars insurance. The brewery had changed hands recently from Schmid Bros to Charles and George Franz who had bought from Michael Huber for around 13000 dollars and installed new machinery ruined by the blaze. The origin of the fire remains unknown.
Washington July reports that Spain formally sued for peace directly to the president through the French ambassador. The Spanish government, by its foreign minister, sent to the White House a message seeking termination of the war and settlement of peace terms.
