London dispatch reports a Spanish government message to Washington proposing an armistice to discuss terms for peace with the United States. The move comes as Madrid seeks an arrangement of terms, with government officials tired of hostilities and pressing for negotiated settlement.
Col Angel Rosill arrived from General Parsja to verify a report of capitulation. The dispatch says 6000 Spanish troops at Guantanamo will surrender today, as confirmed by General Toral.

Miss Mary Coffman, born August 1, 1821 in Washington County Maryland, died Saturday night at the home of Mrs. Eliza Wagner on Carroll Street after a long illness. An Illinois settler since 1840, she lived in Ogle and Stephenson counties, and in the past six years resided with Mrs. Wagner. Funeral services were held at 8:30 this morning at Mrs. Wagner's home, Rev. Aug Smith officiating, with interment at Coffman burial grounds southeast of Baileyville. Pallbearers included H H Becer, John Koehler, J E Frisbie, David Slough, M V Brown and T G Middlekauff.
