Turkey Grants Constitution After Young Turks Win Power
Constantinople July 25. After thirty two years of autocratic rule Sultan Abdul Hamid II has granted a constitution and ordered a chamber of deputies assembled. The Young Turks pressed for reform, winning over most army officers and Albanian supporters who had joined the liberal movement. The 1876 constitution outlined a two chamber parliament, free press and education, and general elections by ballot every four years. Russia's 1877 war with Turkey halted reform efforts.
