Washington January 23 Senator Cullom introduced a bill granting General John M Palmer of Springfield a pension of 100 dollars monthly. The preamble cites failing eyesight and infirmities from age. He says Palmer did not seek a pension and the move may have been started by friends. He will seek passage this winter. Delegates from stock growing states attended the opening session.
Springfield Jan 24 Special The house featured a resolution by Mr McLaughlan commending Senator Mason for opposing territorial expansion. Several bills were filed including taxing foreign corporations, lowering contract rate to five percent, revising anti trust for insurers, removing state underwriters boards, standardizing textbooks, and dedicating a Washington birthday session to history. Senate bills included Australian ballot use for small counties food commissioner and inspection, deposits and trust fund rules, higher school levy allowances, and a Democrats caucus steering committee.
The seventeenth annual statistical report of the Elgin board of trade shows a prosperous year for the dairy center with butter output down slightly from 1897 but prices higher on average. A Monday quotation committee has proven useful to curb manipulation and bulling, though prices may diverge from actual sales.
Austin departs with acclamation electing ex Governor Culbertson to succeed Mills. Other cities report continued senatorial deadlock or minimal changes on ballots. Separate New Jersey balloting shows Kean with 14 senate and 37 house votes, Smith Jr 7 senate and 22 house. Military reductions noted, plus theater ads and patent remedies.
Special report states Romualdo Pacheecho died this morning from Brights disease. A renowned California Spanish-American, he served in the state legislature and congress, and held the offices of lieutenant governor and governor.

Picrssure Pennsylvania January 24 special The joint scale committee of miners and operators has agreed on the coal mining rate for four large states. The inter state convention is expected to adopt the plan before tonight. Illinois operators dropped the double standard demand and accepted arbitration on the machine differential price. Adoption will avert a national strike.

Senator Allison, via British ambassador Sir Julian Pauncefote, receives a message from Captain Paget stating navy cordage contains a central yarn dye and three color codes. Colors red yellow and blue indicate dock yards Portsmouth Plymouth and Chatham as a theft guard and origin marker.
