Albany Feb 4 Special. Panama Construction Company Incorporated to finance a contract bid by William J Oliver of Knoxville Tennessee filed articles of incorporation with the secretary of state. Authorized capital is 5 000 000 000 dollars and the company will begin business with 1 000 000 dollars.
Washington report on February 4 notes considerable improvement in the condition of Mrs. Alice Roosevelt Longworth, continuing a favorable trend in her health.
Chicago February 4 Special The epidemic of scarlet fever was today declared by the health department to be rapidly diminishing.
Washington Feb 4 Special National Bank Examiner Silsby has closed the First National bank at Scotland South Dakota. The move follows regulatory action amid concerns over solvency and orderly wind down procedures are to be carried out under federal supervision.
Chicago forecast notes snow and warmer conditions tonight and Tuesday. Sun rose at 7 12 a m and will set around 5 18 p m with readings indicating a shift to milder weather ahead.
Chicago reports closing board of trade figures with May wheat at 77 7/8 cents, May corn 4 1/2, and May oats 39 3/4. Union stock yards data show cattle 29,000 head steady to strong, hogs 33,000 up about 10 cents, and sheep 28,000 steady.
Sheriff Milner received a letter from Evansville Sheriff Barnes claiming a man calling himself twenty dollar bill described a 1896 murder of a girl near Evansville. Investigators found no trace of the writer and returned the letter to Evansville.
Mr J P Mills English literature professor from Rockford High School recently toured with the Rockford basketball team and will present an evening of reading for St Catherine’s guild on February 11 at Knights of the Globe hall. An oyster supper will be served with admission for supper and program set at 26 cents. The event aims to showcase Mills marked dramatic ability and strong character sketches. The triennial state convention of the American Stars of Equity will meet at Odd Fellows hall tomorrow at 10 o clock. Delegates from surrounding cities are expected to attend. A program is planned for Tuesday morning and afternoon. The evening will be devoted to initiating candidates for visiting delegates.

About thirty-five friends surprised Fred Christian and Robert Jordan Saturday evening in the Arcade addition. Prizes were awarded in games with John Ludolph and Mrs Frank Ludolph winning first for cinch, Fred Oswalt and Mrs Ludolph second, and Miss Helen Arndt Virat Josie Staas and Miss Esther Gerloff taking flinch placements. Gentlemen received silk umbrellas and a fine supper was served.

The Rockford and Interurban Railway company filed a condemnation suit against The H A Hillmer company and unknown owners for land in Ridott village between the Northwestern and Interurban tracks opposite the Interurban station.
Clinois Central wrecker moved to Wallace yards on Saturday to re rail several box cars derailed by a freight running through a switch. The incident occurred on a side track, causing no delays to trains.
Mrs Uhis of East Freeport is on the sick list. The condition of Mrs Clow of Bolton remains about the same.
After a two day exam Assistant Chief Henry Silke traced the disappearance of $100 from Mr and Mrs Milo Van Ort. On January 4 several young lads entered the home and spent the money on boots leggings hats watches toys and more. One boy betrayed the others but none confessed who took the money. Since none were over 11 years old the case was dropped and about $46 of purchases and money were recovered.
The Freeport team traveled to Sycamore last Saturday and were defeated 49 to 36. The lads blamed a five hour layover at South Freeport that left them tired, yet they praised the Sycamore squad as a strong, fast, and clean team.
The local high school team meets Mt Carroll High on their home floor next Friday February 8. Mt Carroll’s boys come in with momentum and have had a strong start to the season, promising a fast paced contest.
The Y M C A held an afternoon program commemorating President William McKinley. Rev H Schaeffner opened with prayer, General Atkins spoke on McKinley’s life as soldier lawyer and leader, and Rev C J Price urged patriotic sentiment amid changing industrial times. The service closed with prayer by Rev Hall of Chicago.
The Women's club met Saturday afternoon. Mrs Truesdell delivered a talk on Building Genius of America. An article on William Kelley and Bessimet Steel was read at request. Discussion covered the Rhode Island state capitol, the Boston library, and the congressional library with several members contributing remarks.
The young people of the Christian church organized a Christian Endeavor society last evening. Meetings will be held every Sunday evening at 6 45. Officers elected include President B A Fuller Vice President Miss Lela Hershberger Second Vice President Robert Werntz Secretary Miss Cora Brants Corresponding Secretary Archie Thompson Treasurer George Mohr Organist Miss Irma Sacker.
A Bmall freight wreck at Waddams Grove Sunday morning delayed all westbound trains for hours. A draw bar pulled from a box car caused a westbound manifest freight train No 68 to derail several cars as crews attempted to re-couple, blocking the right of way for three hours.
The stockholders will hold their annual meeting tomorrow evening at 7 30 at the company offices on Van Buren street.
A Chicago Shipping and Receipt Book Company plans to move to Freeport if the Business Men's Association negotiates terms. Jacob Boehner of Freeport developed a superior Boehner loose-leaf device used by Franklin McVeigh, Fairbanks Morse, and National Cash Register. The Chicago firm would employ about 200 people with an annual payroll near 1000000, and Boehner would expand his operation locally. The outcome depends on association incentives and site arrangements.
The sheriff's office received a translated warrant from Prussia for August Sternickel, a fugitive from justice. A reward of 1000 marks or $240 is named. Sternickel is accused of taking part in the robbery and murder of master-miller Knappe in Prussia between June Yth and 16th, 1905. The warrant came from the German consulate in Chicago.

Superintendent Grove announces Stephenson county teachers’ institute will be held in the High school building during the last week of March with the date fixed for the 24th. The event gathers educators from the county for professional sessions and discussions.
