Washington reports the Paris peace commission is en route to the United States and will meet with the president at the White House to present a treaty duplicate. Secretary Hay says the treaty will be laid before the Senate after the holidays. General Eagan denies Miles's charges about commissary supplies and says a proper investigation is needed, with an investigating commission to be convened.
Special. Lieut Hobson has sailed for the Philippines to report to Admiral Dewey and lead the work of raising and preparing sunken Spanish ships for service. An immense crowd gathered at the dock as the Gaelic passed the harbor, flags dipped in Hobson's honor, and a public reception was held in Golden Gate Park with Hobson addressing the crowd from the Francis Key monument pedestal.
The steamer Union, returning from Iloilo with native and Spanish soldiers, was refused landing and detained by American officials. Reports from southern provinces say business is suspended, supplies are scarce, and foreigners travel only with special permits. At Malolos, Philippine government headquarters, native soldiers levy on villagers for supplies as people grow half starved and discontent spreads.
Marion Tyler was lynched here early today by a masked mob that forced the sheriff to surrender the keys. The first hanging in Scott county history occurred after Tyler shot his wife on November 3 and then made a failed suicide attempt. The coroner's inquest is set for Monday.
Judge Day and Senators Davis Gray and Frye with Whitelaw Reid and commissioners reached home on the St. Louis. They refused to discuss their Paris mission noting that the rules governing the peace treaty remain in force. They took the first train to Washington carrying the treaty of peace.

Havana December 24. General Arolas the Spanish military governor delivered up his command today and will sail for Spain tomorrow. The transports Resolute and Obdam have arrived here.
