Mantua December 8 Special. Hong Kong papers claimed German presence is friendly to insurgents. The German consul led a statement declaring Germans are thoroughly friendly to the Filipino independence faction. Natives infer support for independence. Will leave the middle of the week. Savannah Georgia December 3 Special. The second division of the seventh corps is expected to depart for Cuba by mid next week.
Comptroller of the treasury requires a report on the condition of all national banks as of close of business December 1. The notice was issued from Washington on December 3.
Paris December 3 Americans held a three hour meeting while a Berlin report claims Germany seeks to buy the Carolines. American commissioners are inclined to believe the report.

New York dated December 3 reports reserves down by 31,259,625 dollars while loans rise by 6,327,600 and deposits increase by 6,796,500. Specie falls 19,200 with legal reserves up 458,700 and circulation up 108,800.
