Transports are in Porto Rican waters to move all troops in General Miles command and the general aims to muster them out quickly. Governor Tanner and officials favor sending the Illinois regiments to Springfield for complete records before disbanding. First cavalry to be mustered out at Fort Sheridan.

Judge Horace W. Taylor of Rockford Illinois died suddenly at Pennoyer sanitarium Kenosha Wisconsin from Brights disease and inflammatory rheumatism. He was seventy six, survived by wife Miss Anna Taylor and daughter Mrs. J R Crocker. Funeral in Rockford Planned from Congregational church on Wednesday. He was master in chancery for thirty years and part of Brown and Taylor law firm.
Aug 30 Lonpoy special reports rumors that the Czar's recent declaration against war was inspired by Queen Victoria. It suggests the queen, seeking to restrain Emperor William, may have urged the czarina to influence the czar, shaping policy toward peace.
The Trades Union Congress in Bristol passed a resolution expressing satisfaction with the czar's peace note and urging the British government to implement it. The resolution states that the military is a great foe to liberty and a crushing burden on the toiling millions.
The supreme lodge of the Knights of Pythias passed a resolution asking Congress to make their Uniform Rank a reserve of the army, ranking second only to the state militia, in a special message from Inpranarotis dated August 30.
