Washington Aug 12 Special The peace protocol will be signed today with dispatches to the French ambassador authorizing him to sign around 4 pm if the president is present. The protocol outlines evacuation terms to be fixed by a joint U S Spain commission and creates two commissions a peace body in Paris and a Havana military panel to handle withdrawal of forces and fortresses.
