The Spanish answer reached the French embassy in Washington at 2 40 pm. The reply is long and in cipher, with translation expected to take time. By 3 20 pm the fourth section had just been received as more messages continued arriving.

Washington Aug 8 Special The Spanish answer to the peace terms has not arrived at the French embassy by 9 30 this morning. Officials expect translation ciphering and transmission through Paris to take until late afternoon. At 2 p m the French embassy still reported no reply. General Griggs met the president and officials say formal acceptance is anticipated tomorrow. A report from Gen Gilmore says the Guasie, previously reported wrecked, is safe.
New York Herald Washington special says indications point to the selection of Secretary Day as a peace commissioner. It states he will retire as secretary of state soon in agreement with President McKinley after Sherman resigns and Day accepts the premiership.
A mob in Tampa aimed to rescue three African American army teamsters held in jail. An armed guard ordered restraint. the mob fired on the jail, a volley from the upper story wounded several, and the attackers were driven off as wounded were carried away by companions.
Chas Bingman of Company L writes from Ponce dated July 29 describing a seven day voyage from Charleston to Ponce. He notes good health aboard and soldiers enjoying fresh cocoanuts while natives appear permissive and grateful for American presence. He did not sail to Santiago with his unit due to space. He hopes to rejoin his company soon.
