Fragment from a historical critique detailing a plan to divide the US into eight military districts with 12500 active and 12500 reserve militia per district. Recruits aged 20 to 37 serve eight years, with 25000 discharged and 25000 new recruits yearly. Warns this paves a standing army and threatens republican liberties.
