Willard State Hospital completed a payroll audit led by William Ginsburgh, Joseph Marcus, and Stanley Lochwood from the Department of Audit and Control. Marcus has 23 years in Binghamton, Ginsburgh moves to the Executive Department planning office in Albany, Lochwood supervises the audit, and the team also audits state universities, parks, and other agencies to boost efficiency. They enjoy their work and meet many people in their travels.
