German Peace Suggestions Reported by Vorwaerts
German peace proposals through the Spanish government are described by Vorwaerts as a free style round table plan. They emphasize self rule for peoples and a status quo in colonies, with disputes over Belgium and the Balkans to be settled at conference. Officials in Washington note the plan aims to appeal to pacifist and socialist factions while rejecting broad Western territorial claims.
