Arbitration Treaties Debate Sees Senate Ratification Question
In a chapel talk Professor Merrill outlined general arbitration of treaties with Great Britain and France now before the U S Senate. The Foreign Relations Committee approves the general purpose and first two articles but objects to the third which would set a joint High Commission to decide arbitral scope, fearing reduced Senate rights and heightened war risk. The minority argues the concerns could be met.
