Immigration Commission Warns of Drastic Measures Needed
The commission urges tougher steps to halt steamship abuses as the quality ofnew arrivals falls. It notes 90 percent of 1906’s total immigration went to the North Atlantic and North Central states, with New York, Pennsylvania, Illinois, and Massachusetts receiving the largest shares. It points to schemes to import foreign labor, including Japanese workers to the Northwest, via Hawaii hotels, then coastwise to mainland ports to evade checks. Ellis Island inspection facilities are inadequate, and a $400,900 appropriation is urged for improved rooms, feeding, sleeping quarters, and dormitories.
