Proposed completion by 1917 includes four new battleships and hydrographic work at several ports. Projected expenditures total 1 078 000 000 dollars with yearly increases from 1908 budget. An emphasis on turbine machinery and duplicate gun complements accompanies a timetable for first ships in four years and remaining vessels within three years after laying down. A smaller alternative drafts only four battleships at 225 000 000 dollars. A full admiralty reorganization is viewed as essential before adoption.
