The Sixty-Second Congress opens in an extra session at the President’s call to pass the reciprocity law with Joseph G. Clark as Speaker. The session focuses on urgent tariff and trade measures and legislative priorities in the wake of national policy shifts.
Washington April 4 The sixty second congress convened in extraordinary session with Republicans 50 and Democrats 41 in the Senate and Democrats 228 Republicans 160 in the House plus one socialist and nine vacancies. The last congress had Republicans 59 Democrats 32 and one vacancy in the Senate with Republicans 217 Democrats 174 in the House. Vacancies stem from Colorado and Iowa dynamics as party control shifts. Speaker Clark outlined the Democrats program while reciprocity tariff politics dominated discussions. Notable figures Bryan and Harmon observed as the new congress opened.
Washington April 4 representative Champ Clark of Missouri was elected speaker with 217 votes to 131 for James R. Mann of Illinois and votes for Cooper and Norris. The insurgent Republicans showed a separate organization while Norris and Madison voted with regulars for Mann. Theron Akin and Victor Berger also noted as voting. Senate was forgotten.
President Taft calls an extraordinary session to address Canadian reciprocity, a measure that stalled in the last Congress due to a Senate filibuster. The session convenes at noon, with the proclamation centering on reciprocity and further details to follow on page six.
The Retail Clerks International Protective Association headquarters may relocate from Denver to Fort Wayne. The Typographical Union voted 100 toward the fund, with H. J. Conway presenting the proposal. President L. D. Redding hopes business leaders and the Commercial Club will back the effort. The HQ would require about six offices and a staff of ten to twelve.
Frank Tdttle Buffalo, a Sioux Indian janitor at Gary city hall, killed himself with carbolic acid over unrequited love for Lena Travis. Officials recall his letter detailing how she blighted his life. the coroner will seek the note at the inquest.
In Mountain Air, New Mexico, Mrs. Samuel Edwards shot and killed a large bobcat threatening her farmyard and baby. The incident occurred after she found the animal near her home while tending to her child. The state wildlife office will inspect the scene.
Carter Harrison was elected Chicago mayor for the fifth time, defeating Republican nominee Charles E. Merriam by 17,132 votes. Democrats won the city treasurer and clerk posts as well, bringing both city and Cook County administrations under Democratic control for the first time in 25 years. Factors cited include bad weather, lack of Republican organization cooperation, and strong support from United Societies backing Harrison's "personal liberty" platform, with foreign-born voters contributing significantly.
John Trower, reputed to be the wealthiest Negro in the United States, died today at his Germantown home near Philadelphia. His fortune was said to total about 15.5 million. He was active in church work and founded a Baptist seminary in Downingtown, Pa. He was 161 years old.
Returns from Michigan elections show Republicans carrying the state by 40 000 to 75 000. State officers elected include Justices Russell Ostrander and John Bird to the Supreme Court, Luther L Wright as Superintendent, and Regents Benj amin S Hanchet Lucius Hubbart. Education and agriculture boards fill Thomas Nadal John W Beaumont Jason E Woodman. Eighteen counties voted on local option with Jackson and Ionia going dry or wet by margins. Kalamazoo voted wet while Alpena Benzie shifted. Genesee close with wets ahead by under 100. a surprise socialist mayoral result in Flint and another in an unnamed city.
In Las Vegas New Mexico on a Wednesday night two masked men abducted A T Rogers’s two year old grandson, demanded $12 000 cash, and after the money was delivered at a mountainside rendezvous the child was recovered unharmed. One kidnapper identified as Dennis Hart, a jailed outlaw from Albuquerque, was pursued by posses as authorities investigated the bold non local crime.
In Cleveland Ohio on April 4 17 year old Anna Neumister was found dead after taking her life upon learning she was secretly related to John Ott her sweetheart who then died on the street. Ott had become a boarder at the Neumister home and vanished after a confrontation revealing the kinship. The coroner ruled no poison found and Neumister was later identified after being recovered from Lake Erie.

New York on April 4 Miss Hannah Krotchvis faced a highwayman on Lexington Avenue and drew two hatpins, plunging them at the attacker. A punctured arm ended the assault as the robber fled. Bystanders joined the pursuit and captured the suspect.
James A. O Gorem anew senator from New York who follows Chauncey M Depew was introduced to President Taft today by Representative Martin W Littleton both of New York in Washington on April 4.
