The Filer highway district lets seven miles of concrete road to F K Phelps of Utah at 3.09 per square yard, cheaper than the withdrawn Paysee bid. Road is H-1 type, 18 feet wide, center 6.5 inches thick, sides 5 inches, using 12 2 mix. Total paving cost about 302,000 with 10 percent engineering. Federal aid and state refunds adjust final payment.
