Railroads Not Guaranteed Six Percent Return Says Gray

President Carl R. Gray of the Union Pacific argues the United States government does not guarantee railroad earnings under the transportation act. He notes federal control ended August 31, 1920, cites ICC 6 percent and 5.75 percent targets as unreal and claims railroads owe the government over a billion dollars if such a basis applied. He says earnings since 1923 are higher than in prior years but returns remain below the ICC standard. He ends with cost-cutting and transportation price remarks.
