Envoys from Russia and Japan meet in Portsmouth and announce a formal agreement ending hostilities. The accord ushers in a period of peace with both nations pledging to honor terms and halt military actions.
The long battle between Juan and Rusela ends as Mr. Witte and Baron Komura finalize terms for a preliminary armistice and treaty work. Japan yields little, gains Korea and Liao Tung, while Russia avoids indemnity and naval limits. Negotiations paused after June 11, 1905 with no armistice since.
Dr. C Milo Brady of the state board of health reported 86 yellow fever cases in Jefferson parish along with deaths and extensive suffering among fishermen settlements in constant contact with New Orleans quarters.
Dr. J. Y. Porter Florida health official announces three suspected yellow fever cases in Pensacola. The cases were identified by Dr. Waren B. E. Anderson, an agent of the state board of health.
A Portsmouth peace conference report states Japan and Russia reached terms ending the war. Japan retains control of Korea, Port Arthur, the Liaodong Peninsula, and gains fishing rights. Manchuria evacuation and Korean influence are noted. Roosevelt celebrates the peace as a landmark in diplomacy and world order.
Peters, vice president of the Southern Cotton Association, returns to Texas from the east to find a formal notice of suspension from President Jordan. He replies that he will not resign and that Jordan has no authority to suspend him.
Voters in Newberry County held a ballot on dispensary versus no dispensary and the measure passed to abolish the dispensary by 308 to 243. Final tallies indicate the result was decisive, with returns indicating a strong preference against the dispensary.
R L Mews of Athena sold the Tallulah Falls property including the Climbouse to a party living in the Earth. Washington reports new rural routes ordered October 16 and several routes with populations and houses listed. Valdosta to get a gas plant with $50,000 cost and January completion. State tax rate rises to 4.99 per 1000. Oats embargo lifted for Texas rust proof grain. Insurance probes eyed on Jarman death. Governor signs all but one bill. Veterinary surgeon calls and road extensions discussed. Normal school dormitory funds nearing completion. Arbitration delays noted and cotton seed price set at 30 cents per bushel.
Roy Aldrich alias Roy Esper, with a woman named Daisy Dean, arrested in Chicago uncovering a two year baggage theft ring across Chicago St Louis and Denver. They used check swapping to replace owner trunks with dummy ones during transfer then claimed the replacement at destination. A Viennese man Apfelbaum jailed twenty four hours for dinner scheme amid engagement fraud.
The American steamship Peconic bound from Philadelphia to New Orleans with coal sank off Fernandina during a fierce gale. Only two crew members, Italian Humberti Bagellini and Spaniard Antonio Clark, survived after rigging a small boat as the vessel capsized. They testified to the disaster before a notary. Fernandina residents aided them. The ship, 1,154 tons register, had sailed from Central America to New Orleans and carried coal on the return leg. Built in Liverpool in 1881, she previously sailed for Phelps Brothers & Co. and was owned by D. Hig Jones of J. W. Elwell & Co. of New York.
John B. Madden noted turfman engages in a legal fight across New York Ohio and Kentucky courts over divorce and alimony. He was held in contempt of a New York court Saturday and held a conference in Lexington Kentucky with his attorneys to press the suit. Madden says he now proposes a fight to finish if it costs a fortune.
The new Atlanta Agricultural Works on the Marietta road outside Atlanta was almost totally destroyed by fire that started about 2 o'clock Monday night. Buildings machinery and other property loss estimated at 45000 dollars.
