Amsterdam reports that Herr Von Sengburch, a high German official, has been murdered at Wonden, Russia. The act marks the third assassination of German high representatives in Russia, suggesting swift action by the Central authorities.
Provost Marshal General Crowder issues another draft call. The reserve is for 12,000 white men for limited military service. Washington notice dated August 15 reports a fresh mobilization step in the ongoing war effort.
British and French reports state German forces evacuated forward positions north of Albert and fell back toward Ribecourt Lassigny and Plemont. Ribecourt was captured by French forces near Noyon while Lassigny reportedly fell to the Allies after heavy fighting. Humbert's army pushed toward Thiescourt plateau despite gas and heavy machine gun resistance.
Prof. Albert A. Michelson, a noted scientist and one of the few U.S. Nobel Peace Prize winners, has been commissioned as a lieutenant commander in the United States naval reserve and named consulting technician in the bureau of ordnance. He graduated from the naval academy in 1873 and later entered civil life.
Paris reports a German occupied area near Lassigny Ribecourt and Noyon under pressure. An official statement says methodical advances give hope that the whole triangle will soon be occupied despite ambushes.
An official statement reports twenty one German aircraft shot down and ten driven down out of control during aviation operations. Six British planes are missing. British and American squadrons collaborated in striking an enemy airfield and destroyed six planes parked near hangars.
St Paul reports a registration date of August 24 for youths who reached age twenty one since June 5 1918. Provost Marshal General Crowder confirms the plan at state draft headquarters. Most registrants will qualify for class 1 and likely enlist within a month after their names are recorded. this is separate from later September legislation.
The House Ways and Means Committee proposes an 8 billion dollar revenue bill taxing soft drinks sold by manufacturers producers bottlers or importers at ten percent and soda fountain drinks at 2 to 4 cents per item. The plan would levy 2 cents on every 10 cents paid for soft drinks at soda fountains and 1 cent on sales of 7 cents or less.
Public service commissions of Washington Oregon and Idaho filed complaints with the interstate commerce commission contesting a 25 percent freight and 10 percent express rate increase on fruit vegetables berries and fish shipped from the Northwest.
President Wilson reduces the sentence to forfeiture of 1 dollar per month and three months confinement to camp for Captain Roy A. Jameson of the One Hundred and Forty third Infantry. The dismissal followed an assault on Private Raymond F. Ruskin at Camp Bowle Texas.
President and Mrs Woodrow Wilson spend the weekend at Col. E. M. House’s summer cottage in Magnolia Mass with the host and arrangements for their stay.
The War Department Commission on Education adds all large colleges to the list to be equipped for military training. These institutions will host units of the Student Army Camps as part of the program.
Washington Aug. 15 Senator Chamberlain chairman of the senate military committee today reported to the senate the 18 to 45 year manpower bill approved by the War Department and the president. Action on this measure will be prompt unless opposition develops causing brief delay through administration agreeing to longer discussion of the bill.
American forces in France report they retain a solid foothold on the Vesle river despite concentrated German attempts to dislodge them. They repelled artillery and machine gun fire and withstood a heavy German air bomb raid.
London reports that Central Powers suffered about 230000 dead and wounded and 70000 prisoners in the last month. Allied losses were unusually light as the battle's total enemy toll nears 420000, reflecting costly strategic withdrawal but not matching spring gains.
Paris reports a violent artillery duel continuing over the front between the Avre and the Oise rivers. A German raid in Champagne was repelled.
An Atlantic Port reported that seven crew members are believed lost when the American steamship Frederick R Kellogg, a 7127 ton tank steamship carrying 70 000 barrels of crude oil from Tampico to Boston, was sunk by a German submarine off the New Jersey coast.
Secretary McAdoo presented a treasury plan for an excess profits tax with a war profits levy as an alternative in the new revenue bill. The proposal retains current excess profits rates with a maximum of 50 percent affecting about 90 percent of corporations, projecting $2100,000,000 to $480,000,000 more revenue than the committee’s prior plan.
Samuel Gompers of the AFL says the new man power bill should not include a work or fight provision. A Senate committee amendment by Senator Reed removes the five day industrial deferment limit affecting workers absent from their jobs.
One thousand foreign-born soldiers, largely English French Belgian Russian Italian Norwegian and Swedish, took the oath of allegiance as U S citizens at Camp Jace in Washington D C on August 15. Federal Judge Woods administered the oath.
