Hand county plan aims to license grain dealers to balance supply
The Hand county plan proposes licensing all terminals and grain firms and limiting wheat sales to licensed dealers based on historical production. Farmers would sell a capped portion, with surplus stored on farms, supported by a tariff-style price floor. Ten arguments in favor claim market stability, no extra financing, and production control retained by farmers.
