Chadbourne Has Surplus Problem
The United States sugar control plan devised by Thomas L. Chadbourne faces challenges in applying cartel style controls to wheat exports. Experts note sugar is easier to regulate via private agreements, while wheat involves millions of independent farmers and many firms. A single global agency or cooperative is unlikely, as Russia’s stance and lack of central marketing bodies in key producers hinder cartel feasibility. Governments may resist restricting private property, leaving a government led approach uncertain.
